Thomas J. Biersteker (lahir 2 Mei 1950) adalah ilmuwan politik dan tokoh konstruktivis Amerika Serikat. Pada tahun 2007, ia menjadi Dosen Keamanan Internasional Curt Gasteyger di Graduate Institute of International and Development Studies (IHEID), Jenewa, Swiss, serta anggota Centre on Conflict, Development and Peacebuilding.[1] Ia merupakan anggota aktif Council on Foreign Relations dan Social Science Research Council. Ia juga menjabat anggota dewan redaksi Stability: International Journal of Security and Development.[1] Karya terkininya meliputi saran untuk Sekretariat Perserikatan Bangsa-Bangsa dan pemerintah Swiss, Swedia, dan Jerman mengenai rancangan sanksi bersasaran.

Topik penelitian Biersteker berfokus pada tata kelola pemerintahan, sejarah hubungan internasional, ekonomi politik internasional, sanksi, organisasi internasional, diplomasi, pemeliharaan perdamaian, pembangunan negara, dan terorisme. Ia telah menulis beberapa buku, termasuk Countering the Financing of Global Terrorism bersama Sue Eckert (New York and London: Routledge Publishers, ISBN 978-0-415-39643-1, 2007), The Emergence of Private Authority in Global Governance bersama Rodney B. Hall (Cambridge: Cambridge University Press, 2002), Argument without End: In Search of Answers to the Vietnam Tragedy bersama Robert S. McNamara, James G. Blight, Robert K. Brigham, and Col. Herbert Y.
