Victor Jay Kemper, A.S.C. (lahir 14 April 1927) adalah sinematografer asal Amerika yang telah bekerja di lebih dari lima puluh film. Ia adalah anggota dari American Society of Cinematographers (ASC), dan menjabat presiden dua kali, dari tahun 1993 sampai 1996, dan dari 1999 sampai 2001. Kemper memenangkan Emmy untuk Outstanding Achievement in Cinematography untuk karyanya pada film televisi tahun 1987, Kojak: The Price of Justice.

Kemper lahir di Newark, New Jersey, anak dari Florence (née Freedman) and Louis Kemper. Ia adalah lulusan Universitas Seton Hall.

Sebagai sinematografer, Kemper berkolaborasi secara ekstensif dengan sutradara Arthur Hiller.
