Selain berdasarkan UU, Nomenklatur KY juga disebutkan secara jelas dalam UUD NRI 1945 bab XI mengenai kekuasaan kehakiman pasal 24b...jadi ky masuk dalam lembaga tinggi negara (Jimly Assidiqie).
