HAARP adalah album live dan video dari band rock alternatif asal Inggris, Muse dirilis tanggal 17 Maret 2008 di Inggris.[7] dan 1 April 2008 di Amerika Serikat.[8] Isi CD adalah saat mereka tampil di Stadion Wembley tanggal 16 Juni 2007 dan isi DVD ada 20 trek pada saat mereka tampil tanggal 17 Juni 2007. Ini masuk 50 album live terbaik dari NME tahun 2010 dan berada di urutan 40.[9]

Untuk penampilan mereka di Wembley, stadion dihiasi dengan perlengkapan besar seperti HAARP yang merupakan suatu program penelitian gabungan yang dilakukan dan di biayai oleh Angkatan Udara AS, Angkatan Laut AS, Universitas Alaska dan Defense Advanced Research Projects Agency (DARPA) di Gakona, Alaska yang menggunakan gelombang radio frekuensi tinggi untuk menyebabkan perubahan di atmosfer. Tujuan utama penelitian tersebut ialah untuk mempelajari lebih jauh lapisan ionosfer dan untuk menyelidiki potensi pengembangan teknologi ionospheric untuk komunikasi radio dan keperluan keamanan stasiun cuaca. Frontman Muse Matthew Bellamy dikenal menyukai teori konspirasi[10][11] dan menyatakan dalam sebuah wawancara 2006 "Beberapa orang berpikir itu dirancang untuk memasuki ionosfer untuk mengendalikan cuaca. Orang lain berpikir itu bisa untuk menyebarkan sinar UFO, atau untuk mengirimkan gelombang mikro untuk mengendalikan pikiran kita".[12] Pada tahun 2008 ia menjelaskan kepada Virgin Radio "Semua jenis antena, kabel, layar dan hal-hal didasarkan pada jenis yang sama layout sebagai tata letak HAARP."[13]
