Brian Cowen (bahasa Irlandia: Brian Ó Comhain, lahir 10 Januari 1960; umur 53 tahun) adalah Kepala Pemerintahan (Taoiseach) Irlandia. Ia mulai menjabat 7 Mei 2008, memimipin pemerintahan koalisi yang dipimpin partai Fianna Fáil yang meliputi Partai Hijau dan Demokrat Progresif, dengan dukungan TD independen.
Ia telah menjati Teachta Dála (TD) untuk konstituensi Laois-Offaly sejak 1984. Ia sebelumnya menjabat sebagai Menteri Buruh (1992-1993), Menteri Energi (1993), Menteri Transportasi, Energi & Komunikasi (1993-1994), Menteri Kesehatan dan Anak (1997-2000), Menteri Luar Negeri (2000-2004) dan Menteri Keuangan (2004-2008). Ia menjabat sebagai Tánaiste sejak 2007 hingga 2008. Ia menjadi pemimpin Fianna Fáil setelah pengunduran diri Bertie Ahern. Tanggal 7 Mei 2008 setelah pengunduran diri Bertie Ahern sebagai Taoiseach, Cowen dicalonkan di Dáil dan terpilih sebagai Taoiseach.

Ketua Fianna Fáil dan Taoiseach [sunting]
Cowen disetujui sebagai calon untuk jabatan Ketua Fianna Fáil pada 5 April,[1] setelah dicalonkan oleh Brian Lenihan dan Mary Coughlan tanggal 4 April.[2] Ia terpilih sebagai ketua ketujuh Fianna Fáil pada 9 April 2008[3], dan mulai menjabat tanggal 6 Mei.
Tanggal 7 Mei 2008 Cowen dicalonkan oleh Dáil Éireann sebagai Taoiseach. Ia terpilih dengan 88 suara banding 76, dan ditunjuk oleh Presiden Mary McAleese. Ia kemudian membentuk Pemerintah Irlandia ke-28.

- We have seen already how resistant public opinion is, firstly to comprehension of the new paradigm in which we have to operate; and secondly, to the rationale behind the decisions we have had to take.[10]
- That deterioration if you like has to be addressed in the context of the Government being prepared to look at further programmes to see what way we can ensure that going into next year, as challenging as it may be, to see in what way we can seek to help stabilise the finances further. [11]
