Dewan kota dibentuk pada tahun 1974, dengan pemilihan pertama diadakan pada tahun 1973, berdasarkan Petisi Pemerintahan Lokal 1972.

Komposisi politik

Dewan kota memiliki 99 anggota, tiga untuk setiap kelurahan (wards). Kini tidak ada dominasi, dan dijalankan oleh koalisi dari Partai Konservatif, Liberal Demokrat, dan distrik independenMorley. Pemimpin dari pihak Konservatif (Andrew Carter) dan Liberal Demokrat (Richard Brett) bergantian memimpin untuk 6 bulan.
