Duma Negara atau Duma Kekaisaran adalah sebuah majelis legislatif pada akhir masa Kekaisaran Rusia, yang mengadakan pertemuan-pertemuannya di Istana Taurida, St. Petersburg. Majelis tersebut berkumpul empat kali antara 27 April 1906 dan keruntuhan Kekaisaran tersebut pada Februari 1917. Duma Pertama dan Kedua lebih demokratis dan mewakili sejumlah besar golongan masyarakat ketimbang penerusnya.[1] Duma Keempat dibubarkan pada 6 Oktober 1917.
