Demokrasi totaliter adalah sebuah istilah yang diperkenalkan oleh sejarahwan Israel, J.L. Talmon untuk merujuk kepada suatu sistem pemerintahan di mana wakil rakyat yang terpilih secara sah mempertahankan kesatuan negara kebangsaan yang warga negaranya, meskipun memiliki hak untuk memilih, tidak banyak atau bahkan sama sekali tidak memiliki partisipasi dalam proses pengambilan keputusan pemerintah. Ungkapan ini sebelumnya telah digunakan oleh Bertrand de Jouvenel dan E.H. Carr.
