Флаг представляет прямоугольное полотнище из трёх горизонтальных полос: верхняя полоса — белая, средняя — синяя, нижняя — зелёная, в соотношении полос 4:1:1 с двухсторонним изображением в центре белой полосы герба города Шиханы. Габаритная высота изображения герба города Шиханы должна составлять 2/3 высоты белой полосы. Отношение ширины флага к его длине 2:3.
