Clean up in and/or check of files

There is a growing focus on "bad files" (files without a license, non-commercial files and files tagged as fair use that do not follow the Wikimedia Foundation Resolution) on especially smaller wikis.

Smaller wikis can opt in for global sysops but it is not the job of global sysops to find copyvios and talk to local users. Global sysops can delete tagged files and block abusive users. So global sysops have reduced problems on some wikis but it has not solved the problem.

At the moment there is a discussion on meta what to do. A few of the suggestions is to:

• close for local uploads as default unless the local wiki directly asks that upload is not closed
• have someone check the wikis to see if they clean up files and live up to the EDP
• close for local uploads for wikis that do not clean up files themselves.

It is my opinion that id-wiki should be able to pass a "quality check" if a few things are taken care of.

According to Istimewa:Statistik id-wiki has 33.250 files. As far as I can see id-wiki does not have categories like on en-wiki with "All free media‎" and "All non-free media‎" so it is not easy for me to see how many free files there is and how many non-free files there is. I suggest that a similar system is implemented on id-wiki. That means that all excisting licenses need to be classified as free or non-free.

One problem is that some of the licenses is no longer allowed. I have found Templat:HakCiptaGambarNonkomersial but perhaps there is a problem with some of the other licenses. So all licenses should be checked. If the license is not valid then files can't be kept with that license and files either need another license or to be deleted.

Another problem is that many files does not even have a license. See for example: Kategori:Gambar tanpa informasi lisensi and Kategori:Files without a license tag + Istimewa:Berkas_tak_terkategori. Files should be checked and fixed or deleted.

Id-wiki has an EDP in place and it is seems to be similar to the one on en-wiki so it should pass without big problems.

But files with a non-free template could be a problem because you can often discuss if a file could be used as fair use or not. I have noticed that some files of living persons have been uploaded as non-free but generally that is not possible because someone could just take a free photo. So non-free files should also be checked bu users knowing the EDP good.

Files with a free license should be ok but they should also be checked once more because some users may have taken a file from the Internet and added a license, taken a photo of a unfree statue, painting, book or whatever and uploaded that.

Another problem with free files could be that there is a comment "someone gave me a permission". It is impossible to verify and perhaps the uploader did not inform the person who gave the permission that uploading files to Wikipedia also allow commercial usage. So the best would be to delete files without a proper permission (in m:OTRS). If the permission is added to templates like Templat:Kapanlagi.com it is important that the permission is clear so that it leaves no doubt that there is a permission to use files everywhere and not just on Wikipedia and that it also allows commercial usage etc. If possible a formal permission should be send to OTRS.

I therefore suggest to

• get rid of all files without a license or a license that is no longer allowed
• classify all files as "All free media" or "All non-free media"
• implement a system to check files (for example use of Twinkle so it is easy to tag files without a license or source and to nominate files for deletion)
• work on the upload process.

IF the discussion end with the result that every wiki has to ask to keep local uploads then the best way would probably be to start a discussion on Wikipedia:Warung_Kopi_(Kebijakan) and after a week or two someone (a crat or admin perhaps) could count the votes (probably a lot of "yes" and none or a few "no") and add a notice on meta with a link to the discussion on id-wiki. --MGA73 (bicara) 29 Agustus 2012 18.40 (UTC)
